William J. Perrone is an attorney whose practice is focused in the area of state regulations, real estate and mortgage financing for clients in the manufactured housing, energy and insurance sectors.  From his office in Lansing, he also provides counsel to clients in all sectors on commercial transactions, commercial lending, consumer credit, consumer protection, professional licensing and regulatory issues, administrative law, corporate law and civil litigation matters. 

A former assistant attorney general with the state of Michigan, he has a broad range of legal experience related to state government and Michigan administrative law, including government policy, election law and campaign finance.
 
Mr. Perrone was lead counsel in three significant cases of First Impression in Michigan and in the United States. These cases included a challenge to initiated law on Michigan constitutional grounds; a U.S. Supreme Court case involving First Amendment and campaign finance issues; and a Michigan appeal of a lower court's ruling involving escheats and unconstitutional taking.
 
Mr. Perrone is the author of several articles on administrative and Michigan property law and is Dykema's Lansing Office Managing Member.
 

Experience

  • Experience in commercial transactions includes participation in hundreds of commercial real estate and mortgage closings in Michigan and other states

  • Energy client services include drafting and advice on power supply and interconnection agreements, zoning for facilities sitings, easement disputes, asset and real property sales and purchases, electric cooperative formation and mergers and corporate governance.
  • Election law experience includes participation in the 1992 Michigan congressional reapportionment litigation, representation of political campaign and ballot question committees, cases involving campaign finance and lobbyist reporting regulations and advice to the Mongolian Government on election law and procedures.
  • Consumer finance experience includes drafting and reviewing credit card terms and conditions, interest rates and usury issues, consumer contracts and lending and disclosure documents, compliance with state licensure and regulatory requirements and responses to Attorney General investigations.
  • Mr. Perrone's manufactured housing law experience is extensive and includes representation of manufacturers, retailers, community owners, developers and trade associations in regulatory, legislative, financing and litigation matters. He has also lectured on manufactured housing issues before state and national groups.
  • Prior to entering private law practice, Mr. Perrone was an assistant attorney general with the State of Michigan.
