Dykema, a leading national law firm, today announced the addition of Payson R. Peabody to its Tax Practice Group as Of Counsel in the firm’s Washington, DC office.

Peabody joins Dykema from the office of U.S. Senator Jim Bunning – a senior member of the Senate Finance Committee and Budget Committee – where Peabody served as Tax Counsel. At the Senate, Peabody drafted and negotiated bipartisan support for various tax, trade and budget legislation. In his role at Dykema, Peabody will develop a federal tax regulatory practice in the DC office to complement the firm's existing tax practice.

"Payson has a unique understanding of the tax legislative process and is highly regarded in legislative and legal circles," said Rex Schlaybaugh, Dykema’s Chairman and Chief Executive Officer. "Because many of the issues our clients care about are addressed and resolved at the Congressional level, Payson’s legislative experience, combined with our technical expertise on the tax side, will enhance our ability to deliver creative and effective solutions for our clients."

"For a variety of reasons, including the differences in focus and goals brought by the new Administration, significant changes in the tax code are likely over the next two years," said Rod Marvin, managing member of the Washington, DC office. "Payson’s experience at the Department of Justice, House Ways and Means and U.S. Senate provides Dykema the opportunity to expand its current federal tax regulatory practice at a time when the new Administration's tax policies are being developed and refined on Capitol Hill. We welcome him to the Washington office."

Peabody previously served as Counsel to the Assistant Attorney General in the Tax Division of the U.S. Department of Justice. From 2001 until 2005, Peabody was Tax Counsel at the U.S. House of Representatives Committee on Ways & Means, working with Members of Congress to draft, markup, debate and negotiate tax legislation with the Treasury and Senate.

After law school, Peabody handled state, federal and international tax planning and legal representation for business aircraft transactions at Washington, DC law firm Galland, Kharasch, Greenberg, Fellman & Swirsky, P.C., as well as state and federal tax consulting for PricewaterhouseCoopers.

Peabody received a B.A. cum laude from Harvard University, a J.D. from American University, Washington College of Law and an LL.M in taxation from Georgetown University Law Center.
