AUSTIN—Dykema today announced the addition of Kimberly L. Kiplin, former General Counsel of the Texas Lottery Commission, as Senior Counsel in the Firm’s Government Policy Practice Group. Kiplin, who retired from the Texas Lottery Commission effective August 31, will be based in Austin.

Kiplin served as General Counsel of the Texas Lottery Commission, a unique state agency that is a blend of private enterprise and state government, since 1993. The Texas lottery is one of the largest business enterprises in Texas government, generating annual sales in excess of $3.8 billion. She brings to Dykema more than 25 years of experience in administrative law, including government procurement, insurance regulatory, oil and gas regulatory, open government law, and gaming and gaming law.

“Kim’s arrival is the latest step in strengthening Dykema’s presence in the Texas market, where we continue to look for opportunities to expand our footprint,” said Peter M. Kellett, Dykema’s Chairman and Chief Executive Officer. “We plan to continue to aggressively grow in Texas across a number of key areas where we can best serve our clients. Those include gaming, administrative and regulatory matters, energy, education and insurance.”

“As lotteries become a much more complex source of states’ revenues, Kim’s background and substantial industry contacts, combined with the Firm’s already strong experience in this area, will be integral in helping to continue to strengthen not only the Firm’s Gaming & Indian Law Practice Group, but its government policy and regulatory capabilities, also, both in Texas and nationally,” said Leonard C. Wolfe, Director of Dykema’s Regulated Industries Department and Leader of the Government Policy Practice Group.

Kiplin has substantial experience in evaluating and managing contract risk, including contract procurement processes and post-contract award compliance. She is skilled in strategic analysis, complex risk assessment, development and implementation of multitier long range projects, contract procurement solicitations, contract compliance and monitoring, regulatory compliance, policy development and implementation, administrative investigation, litigation and procedure, intellectual property management and policing, and records management, including records retention and open records compliance.

“It was an honor to serve as General Counsel of the Texas Lottery Commission for nearly 20 years, and I’m excited to start the next chapter of my career with Dykema,” said Kiplin.

“To get in on the ground floor of growing the Firm’s presence in the Austin market was an opportunity I couldn’t resist. Further, Dykema provides the needed platform to develop a meaningful and unique coast-to-coast lottery gaming practice.”

Prior to becoming the Texas Lottery Commission General Counsel, Kiplin served as the Director of Legal Services and Counsel to the Commissioner of Insurance at the Department of Insurance. She also worked as an administrative law judge at the Texas Railroad Commission adjudicating contested oil and gas matters. She served as the Texas Lottery Commission’s Acting Executive Director in 1997.

Kiplin is a member of the State Bar of Texas, where she is Vice-Chair of the Administrative and Public Law Section, and a member of the Government Law Section. She is also a member of the Travis County Women Lawyers’ Association. Kiplin received a J.D. from St. Mary’s University and a B.S. from the University of Texas.
