From his office in Lansing, Andrew J. Switalski advises clients on matters related to public finance, public utilities, and other highly regulated industries.

In his public finance practice, Mr. Switalski has served as bond counsel and underwriter's counsel to numerous state and local issuers. He has experience working on complex public finance transactions designed to finance infrastructure projects, public buildings, cash flow borrowings, and other public projects. Recently, Mr. Switalski has acted as:

    • Bond counsel to the Michigan Finance Authority in connection with a complex $226 million refunding and refinance bond issue for the School District of the City of Detroit through the Local Government Loan Program as part of a larger governmental restructuring
    • Underwriter's counsel in connection with the City of Detroit, Michigan $606 million financing, publicly refunding prior city municipal obligations post-bankruptcy
    • Note counsel to the Michigan Finance Authority for the Public School Academy State Aid Revenue Note Program
    • Bond counsel to the State Building Authority of Michigan on its $665 million new money and refunding transaction

In his energy practice, Mr. Switalski has appeared before the Michigan Public Service Commission and has advised and represented clients on matters including rate increase requests, power supply and gas cost recovery, and disputes related to power purchase agreements.

Mr. Switalski also practices in the area of Indian Law, with an emphasis on economic development and state-tribal relations. He has experience in treaty disputes, tribal fee-to-trust applications, and environmental matters affecting tribes.

Mr. Switalski graduated cum laude from University of Detroit Mercy School of Law and obtained his undergraduate degree from Saginaw Valley State University. During law school, Mr. Switalski was a public interest fellow in the Office of Inspector General (OIG) for the Michigan Department of Community Health. While in the Inspector General's office, Mr. Switalski worked on a multi-disciplinary team to combat fraud, waste, and abuse in Michigan's Medicaid system.

Prior to joining Dykema, Mr. Switalski was a legislative staff member in the Michigan House of Representatives. During his tenure, he focused on appropriations issues, staffing the Chairman of the Appropriations Subcommittees on General Government and School Aid.
