Rene Ruiz is a member of Dykema’s Government Policy and Practice Group in the San Antonio and Austin, Texas offices.

Experience

Rene Ruiz advises and represents utilities, municipalities, real estate developers, landowners, and others on water law issues.  Rene is Board Certified in Administrative Law by the Texas Board of Legal Specialization, and also advises and represents private and public entity clients on the laws that govern administrative decision making by state agencies and local governments.

Representations have included matters at the Public Utility Commission of Texas, Texas Commission on Environmental Quality, State Office of Administrative Hearings, Texas Water Development Board, Texas Attorney General’s Office, Texas Low-level Radioactive Waste Disposal Compact Commission, and numerous groundwater conservation districts.  Rene has represented municipally-owned utilities, water and sewer utilities, electric utilities, cities and counties, hospital districts, real estate developers, water speculators, oil and gas companies, landowners, banks, and wastewater reuse businesses.  Water-related representations have included water rights and permitting, transfers of water rights (sales and leases), water service and rates, certificates of convenience and necessity, wholesale water contracts, and water reuse.  Administrative law-related representations have included agency rulemakings, contested case hearings, ratemaking proceedings, agency enforcement actions, and judicial review of agency orders.  Rene has advised private and public entity clients on matters ranging from open government and procurement to governmental immunity and restricted use of public funds.

Rene chaired the Water Committee of the ABA section of Public Utilities, Communications and Transportation Industries from 2010 to 2016.  For 2017, he is serving as the Chair of the Water Committee for the San Antonio Chamber of Commerce.
