Calls Michigan’s 2012 Lame Duck Legislative Session “A Standout”

David W. Palsrok, Government Policy Advisor in Dykema’s Lansing Office, was interviewed by MIRS (Michigan Information & Research Service Inc.) for its Capitol Capsule podcast on December 17, 2012. In this interview, which focused on Michigan’s just-concluded Lame Duck legislative session, Palsrok observed that this session, although not the most prolific in recent memory, could turn out to be one of the state’s most consequential.

Among the big-ticket bills that worked their way through the Lame Duck session:  Right to Work (making Michigan the 24th state to approve this initiative), a phase-out of the state’s Personal Property Tax and a law that establishes a Regional Transit Authority for the City of Detroit.

Palsrok, who served six years as a State Representative in the Michigan House of Representatives prior to joining Dykema, believes that term limits have probably influenced the volume of Lame Duck activity.

"There's a certain amount of freedom that happens when people are not looking for higher office and it may be their last office," Palsrok said. "They tend to have the ability to vote in a way in which maybe during and throughout their elected time they can't vote."
