David W. Palsrok Government Policy Advisor

David W. Palsrok is a Government Policy Advisor in Dykema's Lansing, Michigan office where he works mainly in the areas of energy, financial services, insurance, gaming, environmental policy, higher education, transportation and taxation. With more than 25 years of experience working in state government, Mr. Palsrok has held a variety of positions. He began his career as a Legislative Aide to a State Representative and served as Chief of Staff to a State Senator. He also managed a statewide ballot initiative. During his career he has spent over a decade lobbying for various entities in Michigan including the Michigan Association of Realtors, Connect Michigan and the Small Business Association of Michigan.

Prior to joining Dykema, Mr. Palsrok served as Vice President of Government Relations for the Small Business Association of Michigan. In that role, he was responsible for expanding the Association's political and strategic relationships.

Mr. Palsrok has also served as a State Representative in the Michigan House of Representatives for 6 years where he served on a number of Committees including the Great Lakes and Tourism and the Natural Resources, Great Lakes, Land Use and Environment, both of which he served as chair. In addition, he chaired the Financial Services and the Energy Subcommittees.

As a State Representative, Mr. Palsrok was involved in passing several key legislative initiatives:

  • Comprehensive re-write of Michigan Energy Law including creating a Renewable Portfolio Standard and promoting Energy Efficiency.
  • Creation of the 21st Century Jobs Fund, which authorized the securitization of state revenue, new forms of investment in emerging technology sectors and provided start-up funding for the Pure Michigan tourism promotion campaign.
  • Legislation authorizing the transfer of Cobo Hall to a new metropolitan authority and financing facility expansion by the facility
  • Legislation that regulates responsible water withdrawals from Michigan aquifers.
  • Legislation that modernized and streamlined the Michigan Credit Union Act.
  • Served on the House Regulatory Reform Committee, which oversees gaming issues in Michigan.

While serving as a representative, Mr. Palsrok received numerous Legislative Leadership Awards including Michigan Manufacturers Association, Great Lakes Renewable Energy Association and MIRS: Ten Most Effective Legislators and others.
