Rachel Skinner Fernandez is an attorney in the Litigation Department in Dykema’s San Antonio office. Her practice focuses on litigation and government contracts where she represents companies in a variety of disputes. She has experience in complex litigation, resolving disputes involving regulatory enquiries, federal procurement litigation, contract administration and claims litigation, as well as bid protest work.

Clients rely on Rachel to provide guidance on navigating the state and federal court system throughout the pre and post-trial process. Rachel also advises clients on conducting internal and external investigations in response to regulatory investigations by various government agencies. She assists clients in navigating the federal procurement system and has represented companies in bid protests before the Government Accountability Office and Court of Federal Claims as well as coverage disputes and high-exposure bad faith cases arising from catastrophic weather events in state and federal court. She also regularly leads negotiations for clients at alternative dispute resolution proceedings.

Prior to joining the firm, Rachel served as a Judicial Intern, 198th Judicial District, for The Honorable Judge Rex Emerson in 2011. Rachel earned a B.A. from Palm Beach Atlantic University and a J.D. from Baylor University School of Law, where she served on the Baylor Law Review and won numerous oral advocacy awards.
