Scott A. Hughes is an experienced Senior Counsel in Dykema’s Lansing office. Mr. Hughes focuses on government policy and practice, as well as administrative law and regulation.

Prior to joining Dykema, Mr. Hughes served as General Counsel and Director of Strategic Affairs for the Michigan Senate, where he acted as lead advisor to the Senate, Majority Leader, and Majority Caucus in the areas of law, policy, and strategy. In those roles, Mr. Hughes was also responsible for drafting and negotiating contracts on behalf of the Senate, developing and coordinating legislative policy with stakeholders, and supervising outside legal counsel.

Prior to his time in the State Capitol, Mr. Hughes worked in private practice where he developed broad legal experience, representing clients in a variety of matters involving municipal, business and commercial, real estate, civil litigation, environmental, and energy and natural resources law.


Gaming & Indian Law

Mr. Hughes has been at the forefront of the development of regulated internet and mobile gaming in Michigan. In his prior role with the Michigan Senate, he served as the chief legal and policy advisor on a bipartisan bill package that would comprehensively amend and expand Michigan’s gaming laws, including online and mobile wagering, fantasy games, and sports betting. Those bills ultimately provided the framework for state legislation enacted in December 2019. Mr. Hughes continues to advise commercial and governmental entities regarding these emerging areas of law.

Mr. Hughes has advised clients on a variety of Indian gaming matters, including transactional work involving financing and intergovernmental agreements, negotiation of tribal-state gaming compacts, and advice regarding tribal fee-to-trust applications. He also has served as special counsel to multiple states regarding gaming matters and tribal-state relations.


Mr. Hughes has a variety of experience in the energy industry, providing advice to exploration and production companies and to public utilities regarding title matters, litigation, and transactions involving oil and gas leasing, farmout agreements, joint operating agreements, and gas transportation agreements, among others.


Mr. Hughes advises clients on complex federal, state, and local election matters involving campaign finance compliance, initiative and referendum, election day operations, redistricting, and constitutional freedoms concerning voting rights, political association, and free speech. He has represented individuals, political parties, and ballot question committees in federal and state courts.
