Scott A. Hughes is an experienced Senior Counsel in Dykema's Lansing office. Mr. Hughes focuses on government policy and practice, as well as administrative law and regulation.

He has served as outside counsel to states regarding the negotiation of tribal-state compacts under the Indian Gaming Regulatory Act and state-tribal relations.  Mr. Hughes has advised financial institutions regarding transactional matters with tribal gaming operators, as well as serving as outside counsel to an Indian tribe regarding a fee-to-trust application.

Prior to joining Dykema, Mr. Hughes served as General Counsel and Director of Strategic Affairs for the Michigan Senate, where he acted as lead advisor to the Senate, Majority Leader, and Majority Caucus in the areas of law, policy, and strategy. In those roles, Mr. Hughes was also responsible for drafting and negotiating contracts on behalf of the Senate, developing and coordinating legislative policy with stakeholders, and supervising outside legal counsel.  In particular, he served as the chief legal and policy advisor on a bipartisan bill package that would comprehensively amend and expand Michigan’s gaming laws, including online and mobile wagering and sports betting. Although the bills were ultimately vetoed by the Governor after receiving overwhelming support in both legislative chambers, those bills provided the framework for a new package of bills that were passed and signed into law the following legislative session.

Prior to his time in the State Capitol, Mr. Hughes worked in private practice where he developed broad legal experience, representing clients in a variety of matters involving municipal, business and commercial, real estate, civil litigation, environmental, and energy and natural resources law.
