Olivia R.C.A. Flower is an associate in Dykema’s Lansing office. Olivia’s practice focuses primarily on issues in regulated industries.

Her areas of focus include public finance; public retirement; election law; campaign finance; lobbying compliance; public utility law; and law affecting nonprofit and tax-exempt organizations. Olivia’s practice includes substantial work on public finance transactions, where she has served as bond counsel to numerous state and local issuers and underwriter’s counsel to municipal securities dealers. She has worked on major infrastructure and public improvement projects, such as water and sewer systems, highways and roads, transmission lines, utilities, healthcare facilities, and education buildings. Olivia is also heavily involved in election, campaign and lobbying law, where her successes in litigating constitutional issues includes a victory in a nationally reported lawsuit.
