Leveraging nearly two decades of high-level litigation and investigation experience at the U.S. Department of Justice, Scott Hogan provides clients with both formidable advocacy and insightful counsel on government and internal investigations, False Claims Act cases, white-collar defense, regulatory compliance for health care providers and other clients, and other matters that implicate governmental action or scrutiny.

Scott's practice at Dykema is a natural extension of his sophisticated and consequential work at the Department of Justice. His understanding of how and why government investigators and attorneys make decisions allows him to develop strategies best suited to resolving disputes or addressing concerns with as little cost, disruption, or fallout as possible. He guides clients through investigations with clarity and meticulous organization, and his compliance counsel is grounded in the perspectives he gained in his enforcement capacity.

Scott is also one of the nation’s leading authorities on False Claims Act cases. He developed and grew the practice in his years at the U.S. Attorney’s Office and worked side-by-side with his Main Justice counterparts as he skillfully navigated those cases for the government. Seasoned by his years of handling some of the biggest matters in one of the busiest districts in the country, Scott has accumulated an impressive record of results and earned the respect of colleagues, adversaries, and judges alike.

Most recently serving as the First Assistant U.S. Attorney for the office, Scott was responsible for day-to-day operations, supervised the district's Criminal, Civil, and Appellate divisions, and provided counsel to the United States Attorney on all legal and operational matters affecting the district and its 200+ employees.

Prior to this role, Scott served as the Civil Chief, supervising all civil investigations and litigation across the district. He managed complex cases involving the False Claims Act, Controlled Substances Act, and various other federal statutes, achieving significant recoveries for the government in industries such as healthcare, pharmaceuticals, and government procurement.

Beginning his career as an Assistant U.S. Attorney in 2007, Scott held various leadership positions, including Affirmative Civil Enforcement Coordinator and Deputy Civil Chief, where he led affirmative civil enforcement investigations and cases and supervised defensive litigation impacting the federal government. His extensive experience includes handling complex qui tam investigations and cases, fraud and regulatory investigations, and constitutional challenges, making him a powerful and effective advocate both in negotiations with the government and in federal court.

Before joining the U.S. Attorney's Office, Scott practiced commercial litigation at a major Texas-based law firm. As a member of Dykema, he continues to leverage his extensive background to provide clients with strategic guidance and effective representation.
