N. Banu Basaran

Senior Counsel


Banu is a senior counsel in Dykema’s Public Finance Group and focuses on public finance and infrastructure incentives for large-scale development projects, advising governmental entities, development authorities, and private project sponsors on the structuring of complex projects that combine public financing tools with private investment.

Banu regularly serves as bond counsel, underwriter’s counsel, or disclosure counsel in connection with tax-exempt and taxable municipal financings.  She advises on the legal and regulatory aspects of public finance transactions, including securities disclosure, tax compliance, and financing documentation for a wide range of infrastructure, redevelopment, and public-purpose projects.

A significant portion of Banu’s practice involves structuring economic development incentives and public-private development arrangements for major development, infrastructure and technology projects.  She works closely with municipalities, developers, and project sponsors to design financing and incentive frameworks that support large-scale investments while aligning with local economic development goals.

Banu advises on data center development and digital infrastructure projects, including the application of Michigan’s Industrial Facilities Tax Exemption (Act 198), Qualified Data Center sales and use tax exemptions, and benefits available under the Commercial Rehabilitation Act (Act 210) in connection with large-scale development projects.  In this role, she assists project sponsors and local governments in evaluating incentive eligibility, structuring development and financing strategies, and navigating regulatory guidance.  Her practice also includes advising on redevelopment and incentive structures, including tax increment financing, brownfield redevelopment programs, and other economic development tools used to support significant private investment projects.

In addition, Banu works with companies and investors involved in cross-border business and investment projects between the United States and Turkey, advising on legal structures, regulatory considerations, and strategies for establishing or expanding operations in the United States.  She frequently works with companies exploring U.S. market entry, site selection, and economic development incentives and opportunities, including projects that may benefit from available financing tools and economic development incentives.

Prior to joining private practice, Banu served as an Assistant Attorney General in the Finance Division of the Michigan Department of Attorney General, where she represented state agencies and public authorities in bond transactions, investment matters, and other public finance programs.
