Theresa A.G. Staley

Senior Counsel


As an advocate, advisor, and former adjudicator, Theresa Staley brings 28 years of diverse experience, unique perspectives, and valuable insights to her work counseling public utilities and private entities on a wide range of oil and gas, renewable energy, natural resources, environmental, and telecommunications matters.

Diplomatic and determined in equal measure, Theresa leverages the deep substantive knowledge and positive working relationships she has developed over her decades of practice to help clients achieve their business objectives and navigate regulatory, permitting, and compliance challenges. Her ability to appreciate and incorporate the priorities and concerns of regulators and other authorities while remaining squarely focused on her clients' interests facilitates her implementation of effective, efficient strategies.

Theresa focuses her current practice on protecting and advancing the interests of oil, gas, and energy clients and public utilities. A seasoned litigator and trained facilitative mediator, Theresa has successfully represented her clients in court proceedings and administrative hearings, prepared drilling title opinions, and assisted in statutory pooling proceedings for oil and gas clients.

In addition to her extensive work in private practice, Theresa served four years as an Administrative Law Judge conducting hearings involving contested cases before the Michigan Public Service Commission and Michigan Department of Environmental Quality. She also mediated disputes between utilities and customers.

Beyond her work in the energy and utility sectors, Theresa has also represented clients in obtaining and transferring liquor licenses, and assisted and represented clients in estate planning, probate law, family law, and family law mediation. She has been a commentator at numerous seminars for the Institute of Continuing Legal Education and a guest speaker for the American Association of Professional Landmen, addressing important topics relating to title concerns.

So much of my work is about clear communication – with clients and regulators alike. Often, resolving a dispute, addressing a regulator's concerns, or providing assurances to a client comes down to being frank, thorough, and mindful of others' pressures and priorities.
