Government Policy Advisor


Scott L. Selinger is an accomplished government policy advisor whose practice is built on more than 20 years of extensive experience in government relations and public service. He helps clients strategically navigate government entities throughout Illinois and passionately advocates on their behalf to achieve their public policy and regulatory goals.

Scott works with a diverse group of clients leveraging his extensive knowledge of state and local government and the many key relationships he has cultivated over the years.

Special attention is placed on raising his client’s profile and providing them a strong voice in shaping the public policies and regulations that most affect them. Strategically collaborating with his clients to achieve their goals is his sole focus.

Prior to joining Dykema, Scott served as legislative director for the Taxpayers’ Federation of Illinois, acting as the key liaison between the organization and the Illinois General Assembly, the Governor’s Office, and executive branch agencies including the Illinois Department of Revenue and the Department of Commerce and Economic Opportunity (DCEO) on various state and local taxation issues. Scott also advised on corporate tax matters, state business tax incentives, and overall state budget policy.

Scott also previously served as the Director of Government Relations for the Illinois Bankers Association (IBA) representing the association before state regulatory agencies and the Illinois General Assembly, he developed, advocated, and implemented the IBA’s legislative agenda and fostered constructive working relationships with key members of the various business committees in the legislature.

In the public sector, Scott’s predecessor work included serving as Legislative Liaison for the Illinois Department of Financial and Professional Regulation (IDFPR), focusing on numerous professional licensure and regulatory issues before the Illinois General Assembly. In that role, he helped the agency centralize the regulation of nearly one million individuals in the financial, insurance, and professional licensure industries in Illinois.

Prior to that, he served on the Illinois House Democratic Staff and focused on strategic caucus initiatives, including media relations, constituent outreach, and legislative agenda development for various legislative members.

In addition, Scott is also an accomplished campaign operative, having directed successful re-election victories for two Illinois state representatives as well as advising numerous other state and local officeholders in grassroots organizing, public relations and fundraising.
